		MICHAEL L. WILLIS, is the principal of Willis Consultants, LLC and is of counsel to the Newton, 
		O’Connor, Turner & Ketchum P.C. law firm.  Prior to joining the law firm, Mr. Willis worked as 
		Chief of Staff to Congressman Steve Largent.  During Mike’s tenure with Congressman Largent, 
		he also held the roles of legal counsel and legislative director where he worked on all Commerce 
		Committee issues including 3 major subcommittees, Energy, Telecom and Financial Services.  
		Some of the key legislation during this time was the Financial Services Modernization, 
		Electricity Deregulation and the 1996 Telecommunications Act.  Prior to joining Congressman 
		Largent’s staff, Mr. Willis was engaged in private legal practice.
    
		In serving as Congressman Largent’s Chief of Staff, Mike developed expertise on federal and 
		state legislative issues and forged relationships with influential governmental leaders in his 
		home state of Oklahoma and Washington, D.C.  His firm focuses primarily on providing counsel to 
		companies in statutory and regulatory compliance, as well as engaging in government relations 
		work in Oklahoma and Washington, D.C.  In addition to government relations, Mr. Willis also works 
		in Newton and O'Connor's labor and employment law group providing legal representation to business 
		organizations in employee benefits and labor and employment law.
       
		Mr. Willis received a Bachelor of Arts from Oklahoma State University and a Juris Doctorate from 
		the University of Tulsa College of Law, where he graduated with highest honors.  Mike was a member 
		of Phi Kappa Phi, served on the Law Review and was awarded the Order of Barristers and Order of 
		Curule Chair.  He was also a member of the American Inns of Court.  
    
		Mr. Willis is a respected leader in both legal and political circles.  He is involved in numerous 
		charitable endeavors, including currently serving as chair of the Executive Committee for North Tulsa Young Life.
